Problem Description:

4393621 CLI error message dose not I18n-ed.

Patch Installation Instructions:
a) Copy the 110809-01.zip file to an appropriate location, <patch_dir>, on windows.
 
b) Change directory to <patch_dir> and Unzip the file.
 
c) Change directory to
         110809-01
 
d) Verify that the CLASSPATH and PATH are set correctly.
 
e) Run,
 
       java WelcomeView
 
       Click on the Install button on the displayed GUI.
 
f) To uninstall the windows patch, run
 
       java WelcomeView
 
       Click on the Uninstall button on the displayed GUI
