Problem Description:

4089406 readdir()/telldir() should accept *all* 32 bit cookies, 
	not just those <= LONG_M
	NOTE:  The fix for bugid 4089406 in /usr/lib/libc.a requires
        a new recompiled version of /usr/sbin/static/tar.
        This patch satisfies that requirement.  No source is being
        delivered.
